Broadband Infrastructure Project Manager
Maine Connectivity Authority
Maine (remote position; however, must live in Maine or be in the
process of relocation)
Maine Connectivity Authority is seeking a Broadband Infrastructure
Project Manager. Established in 2021, Maine Connectivity Authority
(MCA) is a quasi-governmental agency focusing on projects, places,
and people, advancing digital equity for all Mainers. Maine
Connectivity Authority serves as the primary agency to plan,
develop, manage, and invest in broadband in Maine.
The Broadband Infrastructure Project Manager reports to the
Broadband Infrastructure Director supporting all infrastructure
related processes, including subject matter input into program
design, infrastructure construction project management, and grant
portfolio technical-related compliance and reporting support for
MCA's team of Infrastructure Grant Managers. The Broadband
Infrastructure Project Manager will support MCA's grants management
team by providing subject matter expertise and MCA's internal
infrastructure construction projects by engaging with and managing
3rd party contractors
Requirements of the Broadband Infrastructure Project Manager:
Previous direct experience in project coordination, specifically in
digital infrastructure projects
Experience in OSP Construction
Thorough knowledge of systems thinking and organizational
facilitation for efficient management of programs and projects.
Knowledge of non-profit, governmental or quasi-governmental
agencies.
Advanced level of experience with productivity tools, such as
Microsoft Office Suite, Google Workspace and Adobe suite
products.
Working knowledge with office equipment and procedures.
Knowledge of CRM systems and experience using data from these and
GIS systems, including network management systems.
Strong skills in building and maintaining relationships with
internal staff members, external consultants, and interagency or
external partners.
Ability to interpret financial data to support budgeting and
financial reporting.
Adaptable to new solutions or processes to ensure growth and
success of the organizational priorities.
Occasional in-state overnight travel may be required.

Annual pay in the range of $100,000 - $120,000

Responsibilities of the Broadband Infrastructure Project
Manager:
Assist Broadband Infrastructure Director in the design and
deployment of MCA's Middle Mile network (MOOSE Net)
Engage and manage 3rd party consultants and contractors in the
deployment and ongoing O&M of Middle Mile network
infrastructure.
Support grant managers in ensuring compliance with technical
aspects of ongoing and new grant programs.
Provide technical input into guidelines and reporting requirements
from project inception to completion.
Provide support for Utility Pole Licensing for MCA's Infrastructure
grant projects.
Develop firm understanding of pole agreement practices and
licensing procedures and provide support to grantees in pole
application and Make Ready efforts.
